It holds a raised foundation house up off its stem wall and encloses the crawlspace.<\/p>\n<h2>Why it exists and why it fails<\/h2>\n<p>A cripple wall buys crawlspace and levels a house on sloping ground cheaply. The problem is lateral. A short stud wall with no sheathing barely resists side to side movement. In a quake it racks over and the house drops. Over 4 ft of height, the studs are sized as for an additional story. Exterior cripple walls under 14 in of stud height are continuously sheathed on one side with wood structural panels fastened to both plates per Table R602.3(1), or built of solid blocking. Cripple walls sit on continuous foundations.<\/p>\n<h3>Check whose code you are reading<\/h3>\n<p>Washington&#8217;s adopted text of R602.9 is not the 2021 model text. It swaps the model&#8217;s exterior trigger for cripple walls supporting bearing walls, exterior walls or interior braced wall panels, and it reads continuous footings or foundations. Check the edition and the state before you quote R602.9 at an inspector.<\/p>\n<h3>Retrofit: IEBC Appendix Chapter A3<\/h3>\n<p>Appendix A3 carries prescriptive provisions for strengthening cripple walls and sill plate anchorage. It is an appendix, so it binds only where a jurisdiction adopts it, and its own scope rules it out of a long list. Cripple walls over 4 ft tall. Buildings over three stories. Any three story building with cripple studs over 14 in. Slabs on grade. Group R-1, R-2 or R-4 over four dwelling units.<\/p>\n<h3>What brace and bolt actually is<\/h3>\n<p>FEMA P-1100, Volume 2A is the plan set for crawlspace dwellings. A conforming retrofit is three things at the full perimeter. Wood structural panels on every cripple wall that has height. Sill plate anchorage to the concrete. A connection from the floor framing to the cripple wall top plate or the sill. No braced section is under 48 in, and sections without tie downs should run twice the cripple wall height or more. Existing under floor ventilation and access stays.<\/p>\n<h2>Applicability before requirement, with a real check<\/h2>\n<p>FEMA P-1100 gates its plan set on Table 1, a 15 item questionnaire where every item has to read compliant. The four below decide most houses. The rest cover roofing and finish weights, split levels, ceiling height and any existing engineered system. Run a 1948 bungalow through it. One story, 1,400 sq ft, continuous concrete perimeter, 34 in cripple walls, flat lot, level floors, no tie down brackets.<\/p>\n<ol class=\"pm__steps\">\n<li>\n<h3>House type and stories<\/h3>\n<p>One or two family detached or townhouse, wood light frame, two stories or less. A one story bungalow passes.<\/p>\n<\/li>\n<li>\n<h3>Cripple wall height<\/h3>\n<p>The plan set caps clear height at 7 ft 0 in. At 34 in this house clears it by more than 4 ft.<\/p>\n<\/li>\n<li>\n<h3>Floor area<\/h3>\n<p>The cap is 3,000 sq ft for one story and 4,000 sq ft for two. At 1,400 sq ft it passes.<\/p>\n<\/li>\n<li>\n<h3>Slope and foundation<\/h3>\n<p>Slope under 20 percent, and no unreinforced masonry or stone in the foundation. A flat lot on poured concrete passes.<\/p>\n<\/li>\n<\/ol>\n<p>Change one input and the answer flips. Put a stone foundation under the same house and that item fails. Push the cripple walls to 7 ft 6 in and the height item fails. Either way the plan set is off until a registered design professional handles it. A partial job does not conform.<\/p>\n<h3>The money side<\/h3>\n<p>California&#8217;s Earthquake Brace and Bolt program pays a $3,000 grant toward a qualifying retrofit, with a supplemental grant for households at or under $89,040 of annual income. A grant is not a price.<\/p>\n<h2>Common cripple wall mistakes<\/h2>\n<h3>Skipping the eligibility table<\/h3>\n<p>Telling every caller to brace and bolt sells some of them an unpermittable job. Run the table first.<\/p>\n<h3>Bracing part of the perimeter<\/h3>\n<p>The plan set is explicit.
