For example, cutting\u00a0<a href=\"https:\/\/www.cnbc.com\/2020\/03\/11\/how-a-payroll-tax-cut-could-impact-social-security-and-medicare.html\">payroll taxes to 0%<\/a>\u00a0removes Social Security\u2019s main revenue source and further defunds the program.\u00a0<\/p><p>In total, the Social Security Administration pays out benefits in the billions.
