Do you need a license to start a pool cleaning business?

It depends on your route and your state. In the three states below, cleaning and chemical balancing stay outside state contractor licensing. Repair a pump or swap a heater, and you cross into licensed territory.

California: when does pool cleaning need a D-35 or C-53 license?

CSLB runs two pool classifications. C-53 covers new construction.

D-35, the one that matters for a service route, is the Pool and Spa Maintenance Contractor classification. It “installs, replaces or repairs pool motors, pumps, filters, gas heaters and any above ground piping in connection with pools,” plus switches, pool lights, and vinyl liners. Skimming and balancing chemicals is not on that list.

California also exempts small unlicensed jobs. Assembly Bill 2622 raised the threshold from $500 to $1,000 per job, effective January 1, 2025, “if they do not hire workers and no building permits are needed,” per CSLB. Cross $1,000, hire help, or pull a permit, and you need the license.

Florida Cleaning: no state license, check county registration. Repair: Certified Pool Servicing Contractor, 4 years experience, exams. myfloridalicense.com; FSPA Sept 26, 2026
Texas No pool specific program listed. tdlr.texas.gov Sept 26, 2026

Florida: what license does a pool service business need?

Per FSPA, cleaning residential pools needs no Florida state license, though many counties require pool cleaners to register. Commercial pool technicians need a Department of Health approved certification.

For repair and equipment work, Florida’s DBPR licenses the trade as “Certified Pool Servicing Contractor.”

FSPA’s licensing page states applicants need “a minimum of four (4) years of experience performing the scope of work of the license,” with “a minimum of one (1) of the four (4) years” as a supervisor or foreman. Applicants also pass a building trades exam and a financial responsibility exam.

Texas: what does a pool cleaning business need to register?

TDLR lists more than 40 regulated industries, from air conditioning contractors to water well drillers. No pool or pool service category appears among them. A Texas pool cleaning business runs on ordinary business registration, not a state trade license.

What does Certified Pool Operator training cost?

CPO certification is not legally required everywhere, but it covers the chemistry, safety, and health code material a cleaning-only route still needs. Price varies by provider, and validity runs five years from the certificate date.

Provider CPO course price Validity Captured
The Training Center $390.00 5 years Oct 26, 2026
Lifeguard Pro $699.00 5 years Oct 26, 2026

Budget $390.00 to $699.00 for the course, before travel or materials.

The four steps to start a pool cleaning business

  1. Confirm your state’s licensing line

Check your board for the scope that needs a license: D-35 in California, the Certified Pool Servicing Contractor exam in Florida. Register your business entity either way.

  2. Get CPO certified

Book a course through The Training Center or Lifeguard Pro. It covers water chemistry, filtration, and health code basics, licensed or not.

  3. Set up the route equipment and insurance

A test kit, a vacuum head and pole, a net, and a chemical caddy are the baseline. Add liability coverage before the first stop.

  4. Quote and invoice like a professional shop from day one

Price jobs with material, labor, and fee lines instead of a flat guess, so a filter swap does not eat the margin.

What does a pool cleaning route pay?

BLS has no occupation code for pool cleaning. The closest category, Landscaping and Groundskeeping Workers, earned a $20.33 mean and $18.82 median hourly wage in the May 2025 estimates. Maintenance and Repair Workers, General, earned more, at a $25.86 mean.
