HVAC contractor pricing starts at the wage floor

Median pay for heating, air conditioning, and refrigeration mechanics and installers was $61,010 a year, or $29.33 an hour, as of May 2025, per the U.S. Bureau of Labor Statistics. The bottom 10 percent earned under $40,050, the top 10 percent over $95,210.

Techs at plumbing, heating, and air-conditioning contractors ran a median of $60,030, below the occupation median and below wholesale trade at $71,190.

Payroll taxes, workers comp, liability, the truck, and hours spent driving between calls all ride on the billable hour. That spread is labor burden.

Federal efficiency minimums set the equipment floor

You do not pick the bottom of the equipment ladder, because the Department of Energy does. Units manufactured on or after January 1, 2023 have to meet these national minimums:

Split-system and single-package air conditioners also carry a regional standard, and the levels differ by class. For split-system air conditioners under 45,000 Btu/hr the North sits at 13.4 SEER2, while the Southeast and Southwest require 14.3. At 45,000 Btu/hr and above the North stays at 13.4 and both southern regions require 13.8. In the Southwest those split systems also have to clear an EER2 floor on top of SEER2: 11.7 EER2 under 45,000 Btu/hr and 11.2 EER2 at 45,000 Btu/hr and above, or 9.8 EER2 in either size class when the certified SEER2 is 15.2 or higher. Single-package air conditioners stay at the national 13.4 SEER2 in every region and pick up a 10.6 EER2 floor in the Southwest. The Southwest is Arizona, California, Nevada, and New Mexico.

In the North the standard keys off the unit’s date of manufacture. In the Southeast and Southwest it keys off the date of installation, which DOE defines as connecting the refrigerant lines and/or electrical systems to make the unit operational. Below that line, the installer owns the violation.

Residential and light commercial air conditioning and heat pumps now carry a global warming potential limit of 700 under EPA’s technology transitions restrictions. For products like window and portable room units, January 1, 2025 is the manufacture and import compliance date. For systems like mini-splits and unitary equipment it is the installation compliance date, with no installation deadline where all specified components were made or imported before January 1, 2025.

   Take the wage you pay, add taxes, insurance, vehicle, and drive time, then divide by the hours you can truly bill.

2. Set the fee lines

   Also give the diagnostic visit, the after-hours premium, and any permit or disposal cost a stated line.

3. Price the tier you will install

   Start from the federal minimum for your region and class, then quote the tier the customer chose. In the South, confirm compliance on the date it goes in.

4. Apply margin last

   Margin goes on after labor, equipment, and fees are on the page.
